The evolution of digital service infrastructures, such as eIdentity and eProcurement, together with the Connecting Europe Facility (CEF) programme are giving impulse to the modernisation of Public Administrations, both at a National and at EU level. At the same time, significant European initiatives on cloud computing and open data/open services are providing technological tools for change. However, the Public Sector Modernisation does not only imply a technological switchover but also deep and complex organisational changes, including Open government policies challenges.   
The European Commission has recently proposed a politically‐mandated high‐level group that could provide better co‐ordination of all European and National initiatives towards an improved and more innovative Public Administration. The workshop will explore the need for such coordination and possible actions for implementation
